FAQ for the Colors sample:

What's with all these weird codes like #CCFF66?

For this sample we've selected to only use "browser-safe" colors. These are colors that the most browsers can display as solid and don't need to be dithered. They consist of colors made up of any RGB combination consisting of the hex values 00, 33, 66, 99, CC, and FF which correspond to the decimal values 0, 51, 102, 153, 204, and 255.
